Human Resources Development Unit
The aim of the Human Resources Development Section is to improve the skills of all Employees by promoting education and training in the workplace in line with the Municipal strategic objective no. 3 which is to address Skills Shortage there by promoting sustainable community livelihoods, improving the institutional system and overall capacity of the District Municipality as contained in the Municipal Integrated Development Plan.
Guided by the Skills Development Act of 1998 and its amendments (2008), training and development must be able to benefit both Employed learners (18.1.) and Unemployed learners (18.2.) through; Bursary and Study Assistance Awards, Short Courses / Skills Programmes, Internships & Experiential Learning, Induction & Orientation Programme , SETA Funded Learnerships and Recognition of Prior Learning (RPL).
The primary goal of the Human Resources Development Section is to achieve the following objectives:
- To provide and uphold skills development legislative framework in implementation of training interventions for both Employed learners (18.1.) and Unemployed learners (18.2.)
- To provide a framework for aligning training needs with the strategic objectives of the Municipality upon the Workplace Skills Plan compilation process;
- To strengthen and build the Municipal Human Resources Personnel across all Departments with the necessary skills for better and improved service delivery outputs; and
- To manage and regulate all the skills development programmes and processes within the Municipality.
